While most progress from a season, like Paragon levels, gold, and materials are automatically added to your non-seasonal Diablo III characters after a season ends, items that are earned work differently. Items that are currently equipped on a hero or in its inventory will stay on that hero as it moves to a non-Seasonal game mode.

At the end of a Season, your Seasonal Normal (or Hardcore) heroes, inventory, shared stash, and Paragon experience will transfer to your Normal (or Hardcore) non-Seasonal profile. Any items, equipped or in the hero’s inventory, will roll-over with the hero itself. Heroes seasonal tags are removed.

Your character and its inventory will become a non-seasonal character, retaining its current Plevel (if this is your first time playing). Similarly, any other characters you create and their inventory will also become non seasonal. Anything that is in your stash will be sent to your mailbox and you have 30 days to accept or trash each item.

The Season Journey is shared across your account. Haedrig’s Gift can only be claimed once per season, not once per seasonal character. It wouldn’t personally call this a “bug” per se; I’d call it a design oversight, but that could be argued either way. Regardless, the UI could be more explicit, and is arguably lying to you in this case.
