Diablo 3 where is leoric’s library

I figured i needed to check out leoric’s library to unlock it, but it is still blocked by rubble. The only thing i can think of is that would cause this is not having story mode finished. Is this what is preventing me from getting into the dungeons/library? Any help would be appreciated
