what i did (that was on pc) was get in lamar circle, press d-pad, then go to network connections and turn the connection off for like 10 seconds, then turn back on. ends with me being a host every time.

There are two primary methods to create custom jobs in Grand Theft Auto Online. The easiest way to create a job would be to go through the game’s pause menu. Pause the game and navigate to Menu > Online > Jobs > Create Jobs. Select ‘Created by Rockstar’. This will result in a long list of game modes available to players.

Easiest way ive found is to start the job, set your matchmaking to closed if you don’t want randoms, then invite your crew members. But I’m usually in a lobby with only them so maybe its easier. “We dug coal together.”
