You need to complete the first four chapters of the Season Journey to get the full set. You have four pieces, and you will get the final pieces when you complete chapter 4. The Season Journey is shared across your account. Haedrig’s Gift can only be claimed once per season, not once per seasonal character. It wouldn’t personally call this a “bug” per se; I’d call it a design oversight, but that could be argued either way. Regardless, the UI could be more explicit, and is arguably lying to you in this case.

Starting from Chapter II you’ll get 2 pieces of class set per chapter, for completing chapter IV you’ll also get a portrait frame and wings like in the picture above. To find the Season Journey click the progress tab on the Main Menu screen or click the Map Icon in the upper right of your interface while in game. This can only be completed once per region, per Season but the array of rewards that come with it are well worth your time.

Like everyone is saying: you don’t farm it in a specific place. If you do bounties for crafting mats, normal rifts for keystones and greater rifts to level legendary gems you’ll eventually get all the sets. If you want to speed it up here are a few tips: Spend your blood shards on armor slots, in this case: helm, chest, gloves, pants, belt and boots.
kadala is easiest place to get them since you can zero in on the pieces you need (if you need boots you are rolling only boots). you will probably get the full Vyrs set while you go for bird pieces. seems you always get everything but what you want.
