Just as @dgw says, you cannot browse public games. When you choose “Public Game” and “Join” it uses the difficulty setting you currently have selected and the activity you currently have selected (Rifts, Greater Rifts, Bounties, etc) to drop you in queue to join another person’s public game with those settings.

When you’re on the main menu, and you’re looking at your character, somewhere underneath the option to start your game, should be an option called “public,” which lets you pick a quest, see how many people are playing that specific quest, and join in a public match.

Diablo 3 Public Game Etiquette General Guidelines. Don’t be a jerk; Don’t go AFK, let your allies know if you are going to step away for a bit. Most people should be reasonable if you run away for a minute or two. That said, don’t join a game and instantly say “brb” or “afk.” Play on the proper level.

You can either use Quick Match to join someone else’s game (from the main “launch” menu), or set your game to “Public” to let other people join it. (To change your game type, pause with Options then push R3).

If you want to join public games, try leveling up to 70 first. Even without power leveling, you should be able to level up to 70 within 10-16 hours (I played solo every season; so I know). Also, there is some requirement in public game.
