When I unlocked him, I had played through all 5 routes of River Survival, beat all the Sound Stage levels, and played two boards in Mario Party (winning one). Then he appeared. He seems to just appear once you’ve played through enough different stuff.

There is nothing you can do to “unlock” dry bones. You just have to play the game and regularly check around the top of the plaza (where I found him; location is near the steps next to the giant star where your gems get placed).
