If you were to use the filter ‘recent’, you can see that only the newer Pokémon have this blue shade behind them. This is because it indicates, or at least that is what most have come to believe, that you have captured/hatched or acquired through other means (maybe trading later?), this Pokémon within the last 24 hours.

Originally Answered: Why do some of my Pokémon have a blue circle behind them in Pokémon GO? There are few Pokemon which have these blue circles with feather outline in their background. Some don’t have these. These circles have nothing to do with the CP or size of the Pokemon. They are not shiny either.
